Scott Kastner Obituary, Death;- The Burlington Police Department has identified the individual who was fatally injured after being assaulted by a group of minors in broad daylight near Church Street earlier this month.

According to the department, Scott Kastner, 42, succumbed to his injuries several days after the attack by a group of individuals on Church Street, close to City Hall, on the afternoon of August 11.

Currently, the cause and manner of Kastner’s death have not been disclosed as officials await the results of an autopsy.

Following the incident, police pursued and apprehended three underage suspects. One of these minors was discovered to be in possession of a firearm, which the police reported was brandished during the assault.

An investigation into the incident is still ongoing.

This update follows the Burlington City Council’s approval of a plan on Monday night aimed at enhancing the enforcement of local safety ordinances in City Hall Park.

The vote, which resulted in nine council members in favor and two against, was a direct response to the fatal assault. The plan will ensure a consistent police presence in City Hall Park during operational hours, mandate the clearing of the park when it is closed, and enforce relevant ordinances and regulations to eliminate “unwelcome behaviors,” including public drug use.

Councilor Melo Grant, who opposed the public safety resolution, described it as “performative” and a “political stunt to gain attention.”

Additionally, the City Council has adopted a new restorative justice ordinance known as “City Circles.” This program mandates that individuals who commit minor offenses, such as littering, engage in discussions about their actions and how to prevent similar incidents in the future.

Failure to attend a scheduled City Circle meeting may result in misdemeanor charges and a court appearance.
